Why a new Plan?

Mobility is a vital issue for the Brussels-Capital Region. With Good Move, the Government is launching a dynamic and participatory process to develop its new Regional Mobility Plan, which will have regulatory status.

The IRIS 1 and 2 Plans

The importance of the issues and the changes experienced by the Region create the need today for a more proactive approach than that initiated with the IRIS 1 Travel Plan. From the time of the Region’s creation in 1998, this plan laid the foundations for a balanced mobility that would further the development of the Region. In 2010, it was succeeded by the IRIS 2 Plan, which aimed to reduce vehicle traffic by 20%, ensure regional accessibility and promote quality of life. This strategic plan set out some broad orientations and proposed a number of measures to improve mobility.

A new plan with regulatory status

To make regional and municipal mobility strategies and projects more consistent with one another, the Brussels-Capital Region approved an Ordinance on 26 July 2013 giving regulatory status to its new Regional Mobility Plan.

A long-term vision

Pursuing the vision for sustainable mobility set out in IRIS 2, the new Plan aims to be more concrete and more precise, covering the period 2018-2028. But in order to anticipate developments in our society, and in particular changing travel habits and new digital technologies, the desire is also to take even longer-term prospects into account. The new Plan seeks to move from a vision of mobility to one of multiple and shared mobilities.

A participatory approach

In addition to its formal consultation of the municipalities, as stipulated in the regional Ordinance, the Brussels-Capital Region wants to mobilise transport users in Brussels more generally, in order to make this plan a concrete tool that will serve quality of life and regional dynamism. This is the Good Move approach!

Mobility issues

Mobility is not just a matter of car parks, railway stations or tram lines. From home to work, and taking in leisure, shopping, tourism and organised neighborhood activities, mobility is everywhere! Regardless of our age, personal situation, activity or mode of transport, it is relevant to us all. Good Move is an approach based on the idea that we all have expertise and can all help to improve the existing situation and anticipate the challenges.

The vision for Brussels-Capital

What do we want for the Region in 2025, or 2040? How can we make Brussels-Capital a region that is more dynamic and attractive, more socially inclusive, more economically competitive, more creative in terms of research and more respectful of the environment? This is the framework set out by the Regional Sustainable Development Plan. Good Move takes these orientations into account in planning tomorrow’s mobility.

Facing the Region’s challenges

More people living in Brussels – with a steady increase in the population over the last 15 years – but also more journeys, more deliveries, more cars, more pollution, more noise… It is in order to come up with suitable responses together to the management of changing mobility needs that the Brussels-Capital Region has proposed Good Move: a different and participatory approach to finding innovative solutions together.

Strengthening coherence

Parking facilities, working hours, new services, infrastructure quality, different types of urban development, the organisation of construction projects or deliveries, policy on accessibility or fares… Mobility is not just about making changes at street-level: many Brussels users take decisions that affect their own mobility and that of others. By proposing to work together – starting with the Region’s 19 municipalities – and taking everyone’s viewpoint into account, Good Move aims to strengthen the coherence of mobility decisions.

Who’s in the driving seat?

The Regional Mobility Plan is a project of the Government of the Brussels-Capital Region, run by the Regional Minister for Mobility and Public Works, Pascal Smet, and Minister-President Rudi Vervoort. The Good Move approach to developing this plan in more detail is being run by Brussels Mobility, the Regional Public Service for Mobility and the Brussels Planning Agency. Selected on the basis of a public procurement procedure, the Smarteam consortium, which brings together four consultancy firms (Transitec, Espaces Mobilités, Timenco and Sennse), is contributing its expertise to detailing the plan by offering support to the many parties involved.

The basic principles

How will we get around in the future? Should certain modes of transport or behaviours be favoured? What place do we want to give to non-motorised travel and public spaces for socialising? How can we ensure universal accessibility? How can we preserve the quality of the air and the environment? Good Move aims to put forward innovative and shared answers through a co-development process the outlines of which are defined by a charter of participation.

An approach of openness

Only together can we respond to the constraints and to changes in our society. This is why the Brussels-Capital Region wants to encourage the involvement of all Brussels residents and, more generally, all users of the Region (workers, visitors, delivery people, etc.). Good Move is a process that aims to be open and participatory, so that the views are heard not just of mobility experts and economic players such as associations, companies and government agencies… but of the citizens too! With Good Move, the diversity of people involved is integrated as a source of richness and relevance.

Clear and transparent information

To generate interest and ensure that informed participation is possible, information needs to be simple, comprehensive, educational and clearly presented. With Good Move, the Brussels-Capital Region seeks to be transparent, sharing and explaining plans, studies, analyses, workshop reports and the technical and regulatory constraints, so that everyone can form an opinion.

A process of dialogue and co-construction

As well as consulting and seeking people’s views, Good Move proposes various opportunities for dialogue, to take account of the views expressed, and opportunities to work together to devise an orientation, project or initiative. Obviously, involvement in the Good Move process in no way commits you to supporting the ultimate final content of the emerging Regional Mobility Plan.

How to take part

From diagnosis to action plan, each stage in the preparation of the Plan is the subject of detailed information which will gradually be made available on the site. Read the different documents, form an opinion, answer the questions online and attend the upcoming events which will be announced on the site: by doing so, you will contribute to the reflection process leading to the definition of the new Regional Mobility Plan.

Why this charter?

There are different possible levels of participation, depending on participants’ degree of expected involvement:

  • Information: ensuring the right level of information, on both a top-down and a bottom-up basis, in order to keep the population aware of the progress of the project and to provide feedback about the expectations of citizens and organisations.
  • Consultation: seeking the views of citizens or organisations about all or part of the project and taking them into account, even though the Region retains the final decision-making power. This is the purpose of the public survey phase in particular.
  • Dialogue: engaging in dialogue in order to take account of the opinions expressed and thus identify the general interest.
  • Co-development: mobilising actors to design a project or initiative.

This participation charter defines the framework for participation in the process of developing the new Regional Mobility Plan. It represents also a mutual commitment made by all participants in the process. However, confirming your agreement with the plan’s development process does not in any way commit you to support the final content of the emerging plan.


As part of the development of the Regional Mobility Plan, the Region undertakes :

  • to specify and clearly state the basic principles, prioritising dialogue and, for certain specified elements, co-development.
  • to specify the context of the plan, the issues, the actors, the phases, the precise participation arrangements and the calendar.
  • to provide comprehensive, instructive and clearly presented information in order to ensure that it gets through to as many people as possible, by providing all items at its disposal (plans, studies, analyses, technical and regulatory constraints, etc.).
  • to make public the contributions, reports and proposals of the inhabitants and regional actors, in a form that can be understood by as many people as possible.

It represents also a mutual commitment made by all participants in the process.

  • to respect the defined framework for participation, in the knowledge that the final decision will always lie with the political body, as the power of arbitration and decision-making falls to the regional government, as the guarantor of the general interest.
  • to respect freedom of expression: the process involves open discussions in which everyone is free to express their point of view, respecting others and the law.
  • to get involved, with a readiness to listen and show respect in order to promote constructive dialogue, and will seek to look beyond individual interests for the sake of the general interest.
  • To respect disagreements: the purpose of participation is not to achieve consensus, and disagreements are seen as a potential source of improvement for the project.
